Overview

The Council is proposing to build 73 flats and 3 small family houses next to the existing Winnall Flats, improve the open space and make changes to the parking, including demolition of the garages.  The outline business case for the proposed new homes at Winnall Flats was approved by the Council’s Cabinet on 23 December 2019.

The New Homes Team has appointed Wates Construction Ltd to take the project through the planning and design stages, and to prepare a full cost assessment for the building work. Wates have appointed T2 Architects and Ubu Landscape Architects as their design team – both are based in Winchester.

The Council has previously held a number of events for residents of the Winnall Flats to discuss the emerging proposals for the new homes.

The Council proposes to build two blocks of 1 and 2 bedroom flats (in 5 storey buildings) and three 2 bedroom houses.  The new flats will be a mix of shared ownership and rented. 

In addition to the new homes, we are proposing to improve the open spaces around the site, provide link footpaths and develop a new community garden to the south of the site.  The garages will be demolished and parking provided for both the existing and new flats in a range of small and large parking courts. 

The new homes are being designed to be as energy efficient as possible, with the aim to achieve the AECB standard (Association for Environment Conscious Building) https://www.aecb.net/ benefitting both the occupants and the environment.

Why your views matter

We want to give you the opportunity to comment on our plans so that we can further refine the proposals if necessary, before we submit a planning application.

The consultation period following the virtual event closes on 27 October 2020. You can still submit comments to newhomes@winchester.gov.uk after this date, but please note these will not be included in the report from the  event which was held on 15th October 2020.

We will be making a planning application for the Winnall Flats site in early December. Once the application is registered, we will post a link to the application. You will be able to comment directly to the planning department regarding the application.

What happens next

This is made up of the questions asked before, during and after the event (received before 27 October 2020). Please email newhomes@winchester.gov.uk if you have any questions that are not addressed in this document.

We plan to submit a planning application in December 2020.  If planning permission is granted, we expect to start building work on site in July 2021. Further details regarding timescales will be provided to residents as the scheme develops.
