Traveller Local Plan - Initial Consultation
Overview
Winchester City Council has started preparing a Traveller Local Plan to identify sites for both gypsies and travellers and travelling showpeople across the Winchester District.
Our survey work shows there is a need for 15 gypsy and traveller pitches and 24 plots for travelling showpersons between 2016 and 2031.
The Council is keen to understand what options are available to meet the above identified need particularly for travelling showpersons plots and to get a view as to what makes a good pitch/plot from a traveller’s point of view.
Please let us have any comments by midday 8 May 2017 and include your email or contact details if you wish to be consulted on the draft plan when this is published in June.
Gypsy and Travellers - Persons of nomadic habit of life whatever their race or origin, including such persons who on grounds only of their own or their family's or dependents' educational or health needs or old age have ceased to travel temporarily, but excluding members of an organised group of travelling showpeople or circus people travelling together as such.
Travelling Showpeople - Members of a group organised for the purposes of holding fairs, circuses or shows (whether or not travelling together as such). This includes such persons who on the grounds of their own or their family's or dependants' more localised pattern of trading, educational or health needs or old age have ceased to travel temporarily, but excludes Gypsies and Travellers as defined above.
What happens next
Winchester City Council will use the responses to this consultation to inform the preparation of its Gypsy and Traveller Site Allocations Local Plan, a draft of which is due for publication and consultation during July 2017.
