Overview

Winchester City Council is seeking views on its draft Parking and Access Strategy. The aim of the strategy is to prioritise our commitment to tackling the climate emergency; create a greener district; and sustain a vibrant local economy.

The Parking and Access Strategy sets out a range of proposals which are devised to ease congestion and manage traffic delivering environmental improvements. It is supported by other key areas of work such as the City of Winchester Movement Strategy, which has been developed with Hampshire County Council to provide a vision for traffic and transport locally. We are also looking at the future provision of Park and Ride, the management of freight and commercial deliveries, enhanced cycling and walking routes, and public transport provision.

Why your views matter

Winchester city, Whiteley and several market towns and villages across our district are experiencing growing demand for limited numbers of parking spaces. We must also take urgent action to improve air quality and cut the carbon emissions that are causing climate change.

The strategy seeks to manage demand balancing the need for environmental action and easing congestion to help our economy thrive. The measures will support investment into initiatives that encourage greener ways to travel into our popular centres.

The plan proposes a range of changes to parking management including new charges in Winchester city centre, alongside the development of detailed parking plans for New Alresford, Bishop’s Waltham, Wickham and Whiteley.
