Overview

Winchester City Council is consulting on a draft Supplementary Planning Document (SPD) for the updated Landscape Character Assessment (LCA). The SPD has been prepared for Winchester City Council by the Terra Firma Consultancy Ltd and incorporates changes to the landscape character of the district including the creation of the South Downs National Park. The document will, if adopted, provide additional guidance and understanding for development in the district and will supplement the Winchester District Local Plan Part 1 2013 and Part 2 2017 and the emerging Local Plan.

The main amendments are:

a) that the area of the district that now lies within the South Downs National Park (SDNP) will no longer form part of Winchester City Council’s Landscape Character Assessment. SDNP have their own LCA.

b) areas of the district that have changed considerably such as the developments of Barton Farm, West of Waterlooville and North Whiteley are noted along with changes such as solar farms.

Why your views matter

The Council welcomes the involvement of local residents, businesses and stakeholder groups. The Council is currently seeking feedback on the Supplementary Planning Document (SPD) for the updated Landscape Character Assessment. The SPD is available here. If you would like to comment, please fill in the online consultation below. 

The draft SPD was considered by the Council’s Cabinet on Wednesday 8 December when approval was sought to start the formal consultation.

The formal consultation began on Monday 10 January.
